Technical Framework 2019

In 2019, it is anticipated that some tools and services will already have been deployed (such as the Data Catalogue), and others will be deployed (such as European Question Bank, Thesaurus Management System and CESSDA Vocabulary Service).

As the tools and services come online and usage by researchers grows, it will be necessary to maintain them, so that high levels of user experience are provided. This can be achieved by monitoring product availability, detecting errors, enhancing security and rolling-out updates with minimal human intervention. Feedback from users regarding the usability, features and performance of individual tools and services is invaluable so that enhancements can be planned and implemented over their lifetime.

CESSDA Metadata Office

This project will build on the work in the CESSDA Metadata Management project (CMM) and further develop the Core Metadata Model, Controlled Vocabularies (including DDI source vocabularies) as well as the European Language Social Science Thesaurus (ELSST) and multilingual vocabulary services. The CESSDA Metadata Office will also be the principal point of contact regarding metadata issues within CESSDA.

Furthermore, the CESSDA Metadata Office will form a core conceptual and strategic group to provide a “metadata watch”. It will oversee the strategic developments of all metadata related issues and give recommendations for Service Providers on metadata. A repository for metadata definitions, sources, and requirements will be developed. It will evaluate the needs for alignment with existing and newly developed standards (e.g. DDI).

CESSDA Capability Development Model Update 2019

The aim of this project is to evaluate and update the existing CESSDA Capability Development Model (CDM) to align with the requirements of the CoreTrustSeal, and to include previous feedback where necessary.

The project will also review references to external sources (Trusted Digital Repositories and other models) and update where necessary, assess and ensure consistency throughout the model in terms of terminology and formal descriptions used for maturity levels, and identify current capabilities and activities that support Annex 2 objectives. Advice on how to use the CDM will also be provided as well as a set of recommendations for the future governance and sustainability of the CDM.

Euro Question Bank 2019

This project is a continuation of the previous Euro Question Bank (EQB) projects and serves to create a central search facility across all of CESSDA’s survey holdings. The EQB will be integrated into the CESSDA Data Catalogue.

The aim is to build a stable and user-friendly search application to improve the competitiveness and sustainability of the question bank with advanced functionalities. The project will extend the number of CESSDA service providers providing content to the EQB to increase the collection of questions. Candidates are AUSSDA, SODA, CSDA, PROGEDO, SoDaNet, APIS, SASD and ADP.

CESSDA Widening Activities 2019

Widening European coverage and development of pan-European data services is among the priorities highlighted in the CESSDA strategy. This project builds on previous widening activities. The main aims of this project are to maintain and foster a network of CESSDA Partners (aspiring non-member service providers), ensure that existing CESSDA support services, tools and knowledge are shared among them, find out about emerging national data archiving activities, and increase CESSDA’s visibility in non-member countries. A widening workshop will be held in 2019 and a CESSDA Helpdesk will be set up.

The CESSDA Helpdesk will take the form of an online information and email service which will personalised answers to specific questions from aspiring CESSDA service providers. It will also offer a mentorship programme between widening project partners and actively aspiring archives. The CESSDA mentoring programme will be a way to ensure that aspiring service providers stay active during 2019, clarify and move towards realistic goals, and are closely supported and encouraged.

CESSDA Data and Tools Training

The CESSDA Training Working Group (CTWG) has for the last two years collaboratively developed valuable training resources on research data management (RDM) and data discovery (DD). It also delivers training to researchers and trainers on these topics, in order to instill good data practices and promote cross-European data reuse. The CESSDA ​Data Management Expert Guide (DMEG)​, which continues to develop, is its core product.

During 2019, the CTWG wants to ​strengthen and widen the scope and expertise of training to enhance researchers’ skills and achieve FAIRer datasets across Europe. This will be achieved by training trainers at all CESSDA service providers and also ensuring that CESSDA service provider staff are fully trained and skilled in the various tools and resources that CESSDA projects have developed in 2017 and 2018, such as the European Question Bank, CESSDA Metadata Management, CESSDA Data Catalogue and DataverseEU.

Training resources for CESSDA service providers and for researchers will be developed and made available on the CESSDA website. The content of the Expert Guide will be expanded and enhanced where needed, to keep it up to date with developments in the data landscape. Some of the content will be translated into other European languages, to facilitate the delivery of data expertise training to a wider audience of researchers.

CESSDA Training Work Plan 2019

This project covers the additional contribution of GESIS to CESSDA Training activities in 2019. The main goals of this project are to generate greater visibility for CESSDA and its training activities, to keep up to date the content and current training materials available on CESSDA training website, to support training activities of the CTWG, to design training materials on CESSDA Tools and Services, for example, European Question Bank, CESSDA Data Catalogue or the CESSDA Metadata Management.

This project will also draw up a concept for and organise the first CESSDA Training Day on CESSDA Tools and Services. It will develop Train-the-Trainer materials such as RDM for new types of data, and archiving of new data (e.g., social media), and data harmonisation, jointly with service providers and their research communities, where appropriate.

CESSDA Trust Activities 2019

A key principle of CESSDA is that service providers must be trusted by each other and by their stakeholders including ministries, universities, national statistical offices, funders and, critically, data depositors and users. The Trust Working Group supports this goal through supporting service providers towards certification against the Trustworthy Digital Repository (TDR) standard selected by CESSDA, the CoreTrustSeal.

The main objectives of this project are to provide assistance and support to CoreTrustSeal certification (including consultancy workshops, reviewing tests) for all service providers as needed and to monitor progress of certification of all service providers. In addition, mappings between CoreTrustSeal and CESSDA Annex II obligations will be maintained. Monitoring, engaging with and reporting on the wider TDR ecosystem including OAIS, nestorSeal and ISO16363 developments will also be carried out. Clear interpretations of the Annex II obligations will be formulated and its obligations, guidance and compliance will be monitored for all service providers.

PID-Services - Supporting CESSDA Service Providers to Make Their Data FAIR

By providing the DOI registration service (da|ra) GESIS will support the CESSDA service providers to be compliant with the CESSDA Data Access Policy (#5 and #10) and the CESSDA PID Policy. The use of Personal Identifiers (PID) will become mandatory from 2020 onwards. Additionally, according to the FAIR principles data without a PID is not reusable and not FAIR. The PID is one of the cornerstones in building the European Open Science Cloud (EOSC).

The main objectives of this project are to enable CESSDA SP to be compliant with the CESSDA Data Access Policy (#5 and #10) and the CESSDA PID Policy. The project will also support CESSDA service providers to provide FAIR data, review the CESSDA ERIC PID Policy 2017 and contribute to the Digital Object Architecture (DOA) in the EOSC.
